A small organisation may believe it is safe from attack because "it has nothing valuable" on the internet. In reality the mere existence of an internet connected host is value enough. The bad guys may not want your data but they could always use your resources to attack others. Its a bit like stealing your car for use in a ram raid but in this case they can do the dirty deal right under you nose.
